Square covers on the mid section

I have a 1990 Evinrude 140 hp. What is the purpose of the square covers on the mid section? they have 4 bolts holding them on. there is some calcium deposits and its eating away at them can i clean them and put some lube in there? I see a stainless steel rod going through to the other side will it hurt the spray some lube in this area?

Those are your lower mount covers-between the transom bracket and engine.
