speedometer stuck

my speedometer needle is stuck at about 60 mph. when i drive the boat, the needle moves forward, but, always goes back to 60 mph, when i stop. i have a 94 maxum 1800sr2, 18', 4.3l <br />i am pretty handy, is there something i can do to fix it? or should take out a loan and get it repaired at the shop?
