Speed/RPM's for hydrosport 18.5 cc

I have a Hydrosport 18.5cc, with a 120 V4 OMC. The question that I have is that I can pull 5800 RPM and only get 28.7 mph out of this boat. Should I expect more. The prop is a stelletto 13 1/2 X 15 (cupped). I did find out that the tach was set on a setting of 4. Should it be set to 6. At a setting of 6 should I expect a decrease of 2/3 rpm's on tach. Any help is appreciated.

Dhadley,<br /> The motor is an OMC Ocean Pro 1993, the boat weighs approx. 1750 lbs. Believe it or not there is an 80 gal gas tank (that I usually) run at full tank. As you can see by the time all is said and done she is pretty heavy in the water. By putting the tach on 6 what kind of decrease in RPM's will I see. With the tach on a setting of 4, WOT gave me 5800 rpm's. Now will I expect WOT to give me approx. 4100? I love the boat, she stays dry and handles the waves well. I just want to know if I can get more speed out of her or is 28.7 mph on this rig all that she has. Thanks for the info.
