Some fuel Around Carb tohatsu 9.8 2 stroke

Good day Everyone.
I'm new to the forum, but been reading for a while.

I just have a question regarding my 3 month old tohatsu 9.8 2 stroke (M98B). Is it normal to have some fuel residue around the carb? Ever since I bought the motor, it would stall after idling for a while. From WOT, it would idle at 850-950rpms(been using a tinytach) then after 2 mins or so, it would slowly drop to a stall. Starts again in one pull but will stall again if I don't add gas. After adding about half throttle boost, it would idle normally, then cut out again after a few minutes. I use fresh fuel and valvoline oil most of the time. When I brought it in to the dealer for the 30hour service, I mentioned it to him and they said they would check the carb. I told him that I always notice the carb wet with fuel. Not much, just around the sides and a few drops at the bottom. He reckons it's normal. After the service, they said they checked the carb and found no fault but they replaced the plugs due to fouling?. The buggers charged me labor for opening the carb too.
Any info is greatly appreciated.

Welcome to Iboats,

When "adding gas" are you re primming fuel bulb ? Is mixture screw well adjusted ? With OB fully warmed up on water, not muffs, nor barrel, adjust idle screw out of gear to be 900-1000 rpm. Do find certain gas leak under most of my OB's carbs, seems it's normal. Did the dealer service cured the issue ?

On 2 strokes OB's it a good idea to run carb dry, can do it while flushing OB afterwords, just disconnect OB connector and let it die.

I always let it run dry. I only prime fuel bulb once, when connecting fuel tank. I have to admit, sometimes I may give an extra squeeze or so(three total). The service did improve mid-top end running but idle rpm is actually worse (the mechanic may have loosened it a tad). I had to screw it in about 2/3 turn to go back to 900. Even after adjusting the rpm to 1000, it would still cut out...but would last about 5min at idle before stalling.To be honest, I haven't fiddled with the mixture screw yet. I am trying to find a service manual as we speak, to know which screw is which. I figured it might be running rich, due to fouling of plugs and slightly excessive smoke.
Is there a separate mixture screw for both idle circuit and off-idle circuit?

When priming bulb after tank's air vent is opened, best priming is when bulb is at a vertical position, there's an arrow on middle bulb, prime it till firm, doesn't need to be rock hard.

Mixture idle screw is diagonal located at upper carb portion. Idle rpm is vertical, located at lower portion, moves claw up or down. Seems your idle mixture screw is somewhat out of adjustmen.

With engine warmed up, turn screw CCW till engine starts to lessen rpm, when that happens turn screw inmediately CW till rpm increases and OB smooths out, once there adjust vertical screw to read 900-1000, combo must be on water for that adjustment.
