Sneezing/Lean Condition

So now that my boat is in the water I think I may need to adjust the idle mixture.
I rebuilt all the carbs and set the mixture screws at ~ 4.5 turns out.
Now when idling they are "sneezing" which I understand is an indication of a lean ocndition.
'95 Johnson 175's....heard they really need to be in the water to adjust the idle mixture.

Doesn't seem like it would be running on the lean side at 4-1/2 turns out. That should actually make it run rich if anything I would think, but I may be off on my thin king. Everything I have been reading on this forum is to start my adjustments at 1-1/2 turns out, and turn it IN from there.
