I have a '96 Mariner 75HP which only accelerates to about 4000 rpms. Sometimes after a period of time at this speed it will continue up to 5200 rpms. I have replaced the plugs and fuel filter with no improvement. I have tried pushing the choke to see if this would help but the engine bogs down. If it were a care I would say that it could be the vacuum advance, but I don't know that much about outboard motors.<br />Thanks, in advance for the help.
