slow mode activation

Two days ago I posted about my boat motors slow activation and it wont come out of it. It was suggested that I disconnect each water temperature sensor and operate to see if it comes out of slow mode. Today I tried all this to no avail. The motor is stuck in slow mode. I am not receiving any overheat lights, the tell tale is strong and head temperatures range from 120 to 140 using a laser thermometer directly at the heads. In forward gear, Motor will not go past 2200 rpms with full throttle. Ironically, in reverse, motor will rev to over 5000rpms no question.. also in nuetral, the motor revs to over 5000rpms.(I know I should not do this but needed to see if motor would rev up out of gear) Recent new parts include new thermostats(vermatherms) and all included hardware associated with them. What would cause this slow mode activation in forward gear only and not reverse. currently, my check engine light is on but is not supposed to be activated for my 1996 model year, meaning its not used since my model does not have a fuel vacuum sensor associated with the check engine light. Ive had intermittent check engine lights before in the past with no effect on the motor rpms etc. could this be a power pack issue or a blocking diode issue? manual says blocking diode keeps motor from going into slow mode when any other idiot light goes on. ie. check engine, low oil or no oil. Im confused that my check engine light even illuminates since the wires associated with it are not included on the engine harness side of wire harness according to my clymer manual. Other than this motor sounds good at idol. Only other recent issue was a no spark issue that turned out to be a broken yellow wire leading into the power pack. Once that was respliced together, motor fired right up. Any input again is appreciated, would like to get this straightened out. my motor model is a J130txaum, 1996 model. thanks again all and please post your thoughts so we can figure this out.

For what it's worth, I have heard of power packs and blocking diodes doing this.

Check Shift assist switch. It too cuts out 3 cylinders....

UPDATE: Changed the power pack with a used one from boat yard(owner let me take to try it)and we are up and running. boat is running great now, maybe even better than before. no occasional high rpm miss and boat jumps out of water in the holeshot. Member "boobie" was correct in that he heard power packs can cause this ailment. Thanks all for your help.
