Slave solenoid clicking and wont start

When I turn the key I get my slave solenoid to click and nothing else happens. If I try to jump the two terminals nothing happens.

Any ideas?

Sounds like you have a really low battery. You can hear what sounds like the starter motor turning, just not engaging.
Low battery, or loose or corroded battery terminals or cables.

NOTE: you also have positive and negative cables, and they each have 2 ends

Starter motor is not in the motor, I have it off the flywheel to check it. Have tried three different starters, none of which react at all.

The clicking sound is not the starter, it's coming from the slave solenoid. The batteries are all fully charged and have tested multiple batteries.

Have already tried cleaning the battery terminals and connectors.

The boat was starting last night!

The slave solenoid is supposed to click. If you don't have a starter installed, what are you expecting the slave solenoid to do.
It's purpose is to provide power to the starter solenoid.

The starter is installed, it's connected, it's just not bolted on... the wires are all on it... I just unbolted it to see if it was reacting at all but it does nothing

The bolts are what grounds the starter so the wires on the cables can complete the circuit.
Bolt it up, then try.

i like the video im just wondering why the terminal bolts on the solinoid do not have any nuts on them and i swear i can see a arc jumping from the ring terminal.
12vdc is real bad at jumping a connection. it has to be clean (real clean) and tight or it will not work.

The bolts are just off during that video because I was in the middle of trouble shooting when I recorded

You can't test anything electrical if it has loose connections or no grounds (aka starter not bolted on).

The first step in any troubleshooting steps is to make sure you have good connections.
