i have a 93 701cc waverunner and sometimes it will only rev to about 5500rpm's, and sounds like its hiting a limiter or something  . If anyone could give me an idea of what this may be, it would be much appriciated.

If you have never rebuilt the carb, do it NOW. It's way overdue. If you continue to run it like this, it WILL blow up. It's running lean on the high side. Not a good thing for a two stroke. The good news is, it's real easy to rebuild the carb. Don't try to just clean it, rebuild it. The kit is about $35 and it takes about an hour to an hour and a half to do. Just be sure to remember where the high and low speed needles were set. Good luck.
