SIMS cards and Go Phone/Trac Phone/etc.

I currently have Cellular One as my service. My wife washed her phone and it no longer works. We let it dry out for a few days and if I use my battery on it then we get 1/2 of the lcd screen to work. You have to put the numbers in manually cuz the part you need to read is blurred. With her battery nothing hapens, it completely shorted it out. My brother has one of the pay as you go type phones. It is a small black Motorola that has a Cingular SIMS card. We can take the SIMS card out of our phone (LG C1500) and it physically fits his. When it powers up it tells us to put in the subscriber ID. If you haven't noticed I'm trying to buy a cheap phone since I'm locked into a contract. What do I need to do to make this work?
