Simple question regarding outboard controls

I have a 1997 Evinrude four stroke 15 hp tiller that I wish to convert to controls/console steering. I have the steering figured out, but I am confused about the throttle/shift controls..

Since my motor doesn't have electric start or tilt/trim, can I just buy a used control box with throttle & shift cables and hook those cables up to my motor and just jerry-rig a kill switch?

I'm probably overthinking the problem, it can't be this complicated lol I must just be retarded. Someone please help me out.
