Simple question Fuel pump

I recently bought a 1983 Avanti 17' runabout with a 3.0 140hp stringer outdrive, I Rebuilt the carb still have what seems to be fuel starvation issue, Backfires when increasing throttle, still pulls 4200 rpm with19" SS prop. but fuel pump looks upside down. This is my first Marine gas inboard, but every gas GM engine I've ever seen the fuel pump diaphram is down. on this engine it looks like the diaphram & bowl is up. I just thought of this now & the boat & manual are at the storage shed. But would the pump even fit upside down. I thought maybe bowl up was a marine thing with the vent to the carb horn & all, but I just saw a picture of a Mercruiser 3.0 with the bowl down & thought just maybe the P.O. put it on upside down & that's my problem.

Picked up my manual on my way to work. Fuel pump in manual looks upside down too. Case closed, that's just the way it is.

Are you still having the fuel issues though?

I had similar issues and come to find out my pick-up tube was clogged with leaves that had somehow had made their way into the gas tank. The best I can figure is that the previous owners let the boat sit without the bas cap on, or kids jammed leaves in the hole or something.
