silly question (steering)

97' volvo gs sx cobra outdrive
I just got everything back together after the transom rebuild and started her up
does the hydrolic steering cylender move when the wheel is turned? (i kmow it moves in and out) but front to back just a little bit
i don't ever remember watching it before

Kind of depends on what you mean by front to back and in and out.

The whole assembly seems to move when turning pivitoning on the two bolts that hold it on the transom shield

Yes, that's normal, that is because the steering arm moves in an arc.
The tube that the steering cable attaches to and is inside the PS cylinder, also shuttles back and forth. That is how it changes direction.
