Should safety switch be connected on 1967 Evinrude 60HP V4?

According to my Clymer manual, which is better than nothing but not much, the spring loaded brush rubbing on the port side of my distributor base plate is probably a safety switch, although it looks nothing like the illustrations in the manual. There are two male prongs on the top, one sticking out each side, but not connected to anything. Can't see any loose wires or unused connecting points that might relate to it. As the switch is supposed to stop high rev starting, it mightn't be necessary on mine as there is a post operated by the gear shift lever which locks out distributor and throttle travel in neutral at the start position to low revs. <br /><br />Anyone know if the safety switch should be connected, and to what?
