Should my prop shaft spin in any direction when the engine is off and in Forward?

Hello,

This is my first post so forgive me if I am breaking any rules or have bad etiquette. I have a 2004 Mercury 2 stroke 3.3hp outboard and the shear pin well, it sheared off like it was intended to do. I'm just wondering if it's normal that the when I put the engine in forward the prop shaft will only spin a little bit and then will stop. This is with the prop off and the engine off. I haven't put any real torque on it for fear of breaking something. Neutral free spins but in Forward it will only spin like 1 turn and stop. Is this normal, I've never owned a boat or engine till this week so I'm a complete novice. Thanks for any help provided.

In forward the prop should spin about 90 degrees forward and stop, then 90 degrees backwards and then stop.
That's what the manual states in any case.
