should I remove the VRO from my 70 hp evinrude.

I bought an 86 16 ft boat with a 70 eninrude VRO. The previous owner did not know what VRO was so he mixed the gas at the same time the VRO was connected. He never had the boat in the water but he did run the motor briefly a couple of times. I do not know if the VRO works. Should I just disconnect the VRO and mix the gas, or is it a job that should be done in a shop?
