15 ft fibreglass runabout. 1993 90hp tohatsu. 13 3/4 x 17pitch hustler prop. cavitation plate about 15-20mm above the bottom of the hull. it turns 5200rpm at full throttle. not sure of the mph. I believe its in the range it should be. I am not concerned about top speed but interested in a bit more hole shot and wondering if going down to a 15 pitch is the way to go?

I sure would give it a try. It wont put you out of range and will give you what you are looking for. Your engine could stand to go up first though, at least one set of holes.

The engine is as high as it can go. I have already built up the transom. How many rpm could I expect to go up to at wot if i go down to the 15 pitch?

should put you in the 5500-5600 range if you stay with the same manufacture and blade design.
