shifting/control issues

I have a late '60's 120 merc that I'm having trouble shifting into reverse. It has the old control that has a seperate neutral lever that needs constant attention to keep engine running slow enough to shift. I think the main problem is the throttle cable and the shift cable are out of sync with each other. When I shift into forward I have a large dead spot of travel before the rpm's pick up but when I shift into reverse the the engine is revving up as its trying to shift. Is this an adjustment? If so where is it made? Inside the control? Thanks in advance for help. I'll be looking at manuals at work tomorrow also.

I wanted to add a part 2 to this question. Last night I disconnected the shift cable and was shifting the boat from shift lever on transom and noticed when she went into reverse the lower unit was raising to surface and reverse wasnt very efficient. why would this happen?
