Shift Shaft Bushing Removal

Okay, with help from this forum, I have learned that I need to unscrew the shift shaft bushing on my 73 merc 850 in order to lift the shift shaft so I can replace the shift cam. Problem is that I cant get the thing unscrewed. It is super tight. I bought the special merc tool to fit the top of the bushing but I cant budge it and am afraid if I really crank on it the tool will chew up the top of the bushing and I'll never be able to get it out.
I am soaking it in penetrating oil but don't even know if the oil is reaching the thread area.
Would heating the thing up help?
Any tricks of the trade to assist this thing in loosening up?
