Shift rod on lower unit

I have a 1990 yamaha 40etld. I was adjusting the shift rod (the 2 nuts between the upper and lower unit) and noticed that my shift rod on the lower unit can actually spin. Wondering if this is normal?

I have a Yamaha 40mshq and removed the lower unit today for the water pump. The shift rod turned as I unscrewed it so you’re probably okay.
