Shift rod length

Hello,

Does anyone know the shift rod length on a 92 60hp VJ60TLENE? I heard it's 21'' 23/32 but I'm not sure. The service manual doesn't seem to list it. Also where do I measure it? I can't get 21'' with the rod screwed in at all.
