Shift rod height 1985 40 hp Evinrude

I (still) have my 1985 Evinrude 40 hp e40elcob and did a water pump change at the end of last year and when I re-instatlled the lower unit had no reverse to speak of.

Finally dropped the lower unit to adjust the shift rod height and now running in a tank have barely any forward.

I measured, according to my Seloc manuel, 20 29/32" to the center of the hole from the top of the mating surface of the lower unit, now plenty of reverse but barely any forward any ideas and is that the RIGHT measurement?
