setting rod caps

1994 200 hp evinrude:

my rod caps are about .002 wider than the rod that they attach to. Is this normal? will they match up better when they get torqued down to the 40-42 ft lb spec. I under stand that proper match up is critical.

That sounds about right. Basically you ensure they are the mating cap and the same direction as they were when removed. Tighten the nut on one side making sure it is aligned then tighten the other side just a bit snug and tap the rod end with a small hammer. If it doesn't seat tighten a bit more and repeat. Key word here is 'tap'. When it seems seated torque to spec and check with fingernail to make sure edges are smooth at joint.
