Service Bulletin vs Recall on Volvo Penta

I have a couple of quick questions.

Is there a difference between a service bulletin and a recall?

Volvo is giving me the run around regarding finding out what service bulletins apply to my engine. Where can I find a list of service bulletins and recalls?

Here is my powerplant info:

2003 Volvo Penta 5.0GXi s/n 4012075637
2003 Volvo Penta DP-SM 1.95 s/n 4202058431
There is also another number at the top of the tag on the outdrive, I don?t know what this number is for but here is the number anyway, 38689813

A recall is not the same as a service bulletin. and you aren't going to find a list of service bulletins for your engine in particular on the internet.

If you take your SN's to a Volvo dealer that is setup on the VP partner network, they can punch in the number and view all the bulletins that may pertain to your type engine.

I had my boat in for service in August. I described a hydrolock problem. The dealer insisted that the problem was a seized alternator. Well, about 6-8 weeks later I get hydolocked again. I tell the dealer, and the dealer doesn't want to tell me about service bulletins that apply to my engine. Don as you are aware, there is a service bulletin for the risre gasket which is very likely the cause of the problem.

Another question: When there is a service bulletin, is the dealer obligated to perform all service bulletins when a boat is brought in for service?

Question 2: Does Volvo limit the time on a service bulletin. In other words, If your Volvo Warranty (not the extended warranty) is over by the time the service bulletin is issued, do they exclude you from having the modifications performed?

Variation on the question:

The service bulletin was issued during the 2 year Volvo warranty (not the extended warranty) But the boat was brought in for service just after the 2 year Volvo Warranty for service while under the extended warranty (really an insurance policy). Should the service bulletin have been done

Service bulletins are issued by the manufacture to help the tech...Recalls are issued by the federal goverment for safety related issues. Sometimes the manufacture will issue recalls for safety issues but they must notify the gov. Here is the gov site for recalls:

Below is a copy and paste of the service bulletin for the gasket change. It isn't something that needs to be done unless a problem occurs. If you had a gasket problem, you would have a hydroloc everytime you shut the engine off, not every 6 oto 8 weeks.
I would suspect your problem to be something like excess weight in the back of the boat on occasion that would allow the risers to be lower than the water level. Have seen this several times on ski boats with risers at minimum height with light loads.

During our routine audit processes, we have noted a potential for water entering the engine through the
exhaust following an overheat condition. This can be traced at times to the loss of proper torque of the
high-rise exhaust elbow. The expansion and contraction during and following an overheat condition can
cause distortion to the gasket and prevent proper sealing.
It is our recommendation that when servicing an engine that has been overheated, the high-rise exhaust
elbow gasket(s) should be replaced with gasket P/N 3863191 (V-6 & V-8). The following procedure supersedes
the procedures that are outlined in the workshop manual under “High-Rise Exhaust Elbow Replacement.”
Information for replacing the gasket are provided in the Installation Instructions entitled “Exhaust Riser
Gasket, V6 and V8” (PN 7742588).
NOTE! When replacing this gasket, be sure to follow the directions exactly as described in the Installation
Instructions.

Answers to your questions:

1st- No, service bulletins are preformed if you have a problem that matches the SB.
2nd- Service bullitins preformed in warranty are paid for by warranty. When out of warranty you pay the cost, unless you brought up the problem to the manufacture while under warranty.
