Serial Number problem

Can anyone tell me if the serial numbers on a 1993 yamaha 70 hp are stamped on the engine block. I just bought a 21' Sea Cat and the engines have been repainted and the serial numbers have been painted over. I tried removing the paint and the whole sticker came off. I live in South Carolina and we have to title outboards here. I called the state and they told me the serial numbers are stamped on the engine block.
