Selling a Boat in NY with No Registration or Title

I purchased a RACING SAILBOAT in 2010 that had a USCG Certificate of Documentation. The owner transferred the CD to me and provided me a bill of sale as well, the boat was from NJ. As this is a racing sailboat, it is exempt from registration in NY, therefore I never registered the boat, nor did I transfer the CD. AS such, I have a boat with no current registration, no current CD and no title.

Now, I am selling the boat. From the NYSDMV website, it appears as though I can use form MV-51 to transfer because I have the paperwork showing continuity of ownership from person to person.

Is there anyone else out there who has done this before?

I'm sure this transaction is nothing out of the ordinary in NJ/NY.

Contact the licensing agency for guidance. If you look online, you probably can get your question answered.

DMV is no help on their website, and the local agent declared that the CD meant nothing to him. They want to treat the boat as untitled, unregistered and make my pay sales tax before I sell. Still looking for help from someone who has done this in NY.

Ayuh,.... Welcome Aboard,.... I'd think ya gotta transfer the CD, to yerself, then sell it, or go with the DMV clerk's method,...

Either way, this is NYS, 'n yer gonna pay the sales taxes,...

Years ago, I was buyin' canoes in Maine, 'n sellin' 'em on my lawn,...
I hada pay sales taxes on all my sales,...
'bout that time, I also bought a pile of canoes from Maine, 'n sold 'em in Pa,...
NYS Demanded, 'n I paid sales taxes on the canoes that went to Pa, just like the 1s I imported to NYS,...

In NYS, ya either pay whatever they tell ya to pay, or pay yer lawyers to prove otherwise,...

Forgive my language but it looks like you are just looking to "flip the title".
I lived in NYS for 7 years and Bondo is right: do and pay whatever DMV says. You were supposed to pay sales tax in 2010 when you bought the boat and brought it to NY. Consider yourself lucky if they don't demand to pay penalty and interest.
