second engine wont start

I have a 1999 Yamaha LS2000...there are 2 engines in this boat, 1 of the engines will start but the other will not. I have spark to the motor not running and there is gas in the in-line fuel filter. Does not seen to have debris in the filter. the boat is used every weekend and is will taken care of...any hints as to why the 2nd engine wont start? Also there is only 1 kill emergency switch that operates both motors. Thank you for your help of input

Ayuh,.... It takes Fuel, Fire, 'n Compression, All at the right Time to run....

Yer missing 1 of the 4....

Is this a twin engined Jetski,..??
