seastar steering install question

Anyone out there use a seastar front mount steering actuator on their outboard? I have seastar on my current boat, but it it stored for the winter 4 hrs drive at the cabin. i have a armstrong bracket bracket that i am putting on a project boat, but the 5" flange on the top rear of bracket was cut down to 1" when previous owner switched from a 25" to a 20" motor. Im trying to remember if the hyd ram mounted to motor rotates when the motor is trimed up or if it stayes stationary with the mount when the motor is trimed up. if it rotates i may have a clearance issue with current bracket. sounds like a dumb question on something i thought i was familiar with, but cant remember now. thanks for your input.

thanks for the link GA. Im thinking it should clear but want to know for sure before i mount bracket. I could allways set it up so the motor is at 25" on second hole if that extra 3/4" gives me clearance. Thanks again.
