Sears "Ted Williams" 7hp wont rev out...

It does fine out of water it will rev to a high rpm, but in the water pushing my boat it will only run at half throttle. If you give it any more throttle it will run down and die like it leans out or runs rich..Any ideas?

A model number would help;also is it on a remote tank?
Probably built by Eska.Aircooled power head with a water cooled exhaust leg.Does water mist out the relief holes on the leg? I would suspect a fuel supply problem If remote tank squeeze the primer bulb.If it helps suspect the fuel pump element in the carb.In my opinion these vibrate,are noisy under powered and finicky.Not worth much investmebnt in time or money.
Try to get it to run best possible without too much investment if you like it keep it otherwise sell it and put the money toward a OMC 5,5.5 or 6 hp.
