seal transom assembly?cracks ok?

I'm installing a new transom assembly and my transom has some chips on the outside(some look like they come into the sealing area).Can I just use some sealer on the rubber seal?There are also cracks on the inside,just around the cutout.Is this normal or do I have problems?

Actually,no rot.The wood does appear a little dark but,I just probed the holes with a small screwdriver and they feel solid.

It's more like after they cut the hole,they glassed over it and it's kind a cracking along the edge.Also looks like the holes are awful close to the edge to start with.Is this ok since the transom assembly more or less "clamps"on to the area around it,not really held by the holes in the transom?

From what I can see,.......

There's No Issues that are Outside the Sealing Surface of the Housing,......

No Problem.......

How about the cracks inside and should I use marine sealant on the rubber gasket?
