your state should issue at new vin, if you just get a copie of the previous owners registration. Florida doesn't title trailers either. Georgia doesn't title either boat or trailer.

sometimes you have to get with a supervisor, or manager to work these things out. the clerks don't know all the in's and out's. i have a person here i go to when the is a complication, and she always finds a way. keep asking for the next person up the ladder till you get it.

I wish u luck in your quest.I'm to located in Pa.I bought a trailer and boat.The trailer was never titled or registered.Pa won't take the bill of sell.I have to go thru the process having it listed as reconstructed and show sale slips for all the major components then go to a special inspection station and have them look at it and take pictures then sit back and wait for the paper work.Found it was easier just to go and buy another trailer from a local dealer
