to see if it is the gauge and not the float" but it usually is a bad float", jump the 2 wires that plug in to the fuel tank sender and see if the gauge goes all the way to full if it does then your sender is the issue and you probably have a heavy float, if it is the plastic float you will see it is full of fuel, I make a small hole in it where the seam is and empty it out, then carefully melt it closed and put it back with that side down so it won't fill with fuel again
