scissor trailer for my pontoon HELP

this is my first year with my pontoon boat (used) we also bought a scissor trailer (used). was able to get the boat out of the water with very little issues. but now at how I want to take to pontoon boat on blocks in my drive way to I can do some repairs an not be so high off the ground. but when I put the winch to lower it lowers very little then stops an then won't go any lower.

Help what am I doing wrong

Not familiar with your trailer, but wondering if there's a safety device in place to keep the trailer from dropping should the lift system fail?

The one I use, I have to help it back with a little push. After it gets past that point, it lowers the rest of the way down.
