2006 4.3 Mercruiser --I guess this is a 2 barrel merc carb-- fixed the idle problem- first time I had the arrestor off-- so explain how the thing works at cold idle- I do not see a choke plate

Those numbers means the carb is approved for marine use. Nothing else.
Can I assume you have what is know as the TKS (Turn Key Start) system?

In very basic terms, if the TKS is what you have, it's more of an automatic primer, similar to an outboard, that adds extra fuel for starting, instead of cutting down on air with a choke plate.

Yes I do have the TKS--not real familiar with this other than it appears to have a solenoid that injects fuel for the start cycle--

any thing else you can tell me about this carb??

What exactly are you trying to find out. I told you how it works, and what it does.
