Wow! Communist Russia was able to accomplish in 1-yr what the 9/11 Commission wasn’t able to do in 5-years. The Russians stepped up to the plate and take responsibility where appropriate. If Alexander Torshin was running the 9/11 Commission, maybe we would have gotten an accurate assessment of what really happened, and realistic recommendations (that I can have faith in) on how to prevent future terrorist attacks.<br /><br />[The bold emphasis is my doing. The credit for misspelling(s) belongs with Reuters.]<br /><br />MOSCOW (Reuters) – Negligence and incompetence by Russian police and officials contributed to the bloodbath at a school in the southern town of Beslan last year, the head of a parliamentary investigation said on Wednesday.<br /> <br />Alexander Torshin, who headed the parliamentary commission of inquiry into the September 2004 hostage siege, stressed that terrorists were mainly to blame for the killings of 331 hostages, half of them children.<br /> <br />But he had harsh words for regional police and intelligence services and said police had ignored orders to impose tight security at schools at the beginning of the school year.<br /> <br />"The Interior Ministry, the FSB (security service) and other government organs basically did not carry out preventive, organisational, operative and other steps to uncover and halt the criminal activities of the terrorist groups," Torshin told deputies in an interim report on his probe.<br /> <br />"Let's not blame everything on international terrorists. Let's start with ourselves, enforce order in our own home, then maybe they will feel less comfortable," he said. <br />.<br />.<br />.<br />Torshin was clearly sensitive about the criticism. The 9/11 Commission could have pointed fingers and called names in 30 days. That wasn't their mission. Their mission was how to prevent further attacks.<br /><br />The school situation in Russia was a completely different event. <br /><br />The world is full of people with 20-20 hindsight who might not have done nearly as well if they were on the line to make decisions.

Of course it was a diff event; we are here, they are there. They are very similar events in that “intelligence” for each respective country knew information beforehand that could have been used to prevented that county’s terrorist event. Russia is taking responsibility, or at least admitting it could have prevented the terrorist event, the US hasn’t.<br /><br />I see the both commissions with a charge of establishing clear 20/20 hindsight. Without doing so they can’t know what happened, and thus how to prevent future terrorist incidents. While Russia’s commission step up to their calling, our 9/11 commission didn’t, or if it did the results haven’t been published, i.e. "secret".<br /><br />During the course of the 9/11 commission’s hearings, over 200 people were grabbed by Federal Marshalls and tossed out. In every case, the people were normal, every citizens with family members that didn’t survive 9/11.
