Running rough and stalling under 1000rpm

I have a 2012 bayliner 185 with an i/o merc 3.0 135. It was stalllng at idle and eventually the starter went and the boat wouldn't start at all, so I got a new starter, electronics, and carburetor rebuilt. However, now that I've got the boat back, it runs fine in neutral but when I put it into gear it will start to run extremely rough and eventually stall unless I run it at at least 1000rpm. It runs fine once under speed. Any ideas?

Go to the shift plate and disconnect the shift interrupter then see if it does the same thing. Keep in mind if your in the water you will have to shut the motor OFF to get it into neutral. I'm thinking your shift switch is out of adjustment or is hanging
