Running full throttle at ignition

86 evinrude v4 110 hp
Stalling at idle. Push the primer button engine runs and sticks at full throttle. Could my carb butterfly's be sticking open would anything else cause the full throttle? I pulled the carbs for a rebuild. Thanks for any help you can give me!

Found a great boat repair shop here in Mesa. Dave had the engine fixed and only charged me $120. Everything was out of adjustment runs like new now
