Anyone use a Rule variable flow control valve?:

If so, I've got three questions for you:
1) Can you really turn it to COMPLETELY "off," as in no flow at all, not even a drop?
2) The threaded end, with the thru-wall sealing nut on it, is that some kind of standard thread size...hopefully std garden hose thread?
3) Does the thing seem sturdy? Like it would last a few years?
