RPM at w o t only go up to 3000 rpm?

Hi, experts out there.

I have Evinrude 1990, model# VE50BELESR, SERIAL # G02535055. After replacing power pack with new conversion kit {113-4489),

I do the run test at first couple times at w o t, it seems to be normal seeing RPM at about 5500 for a while, after that when warm up, It seems to loose power. Now the RPM stays at 3000 at w o t. It is harder to start and idle fluctuates or less than 1000 rpm.

Is there something need to be reset? or what controls RPM? also hearing strange noise around crank shaft. opened up flywheel a few times to check parts under flywheel see nothing being hit by flywheel. any suggestions, ideas will be appreciated. Thank you, Cal

no, it is not over heat, water cirgulates fine, feel engine block temperature ok. rev up smooth through 2500 rpm. any other ideas? any body ran into this problem before? Thank you.

Did you link & sync per factory manual? Have your carbs been cleaned?

Do a compression and spark test on it. Spark should jump a 7/16"open air gap. A cyl drop test may not hurt either to see if it's running on both cyls.

Sounds like you need a compression test. You may have bigger problems than ignition.

Had done all of those before get in to the ignition parts . does it still need it? thank you

I would still look into this even though it feels only warm. Could be a problem where it thinks it's overheating when it's not and is then going into S.L.O.W. This curcuit will prevent it from going above the 3000 rpm to prevent damage.
