Rocker switches working backwards?

I am looking at the wiring on my main switch panel as I am contemplating a dual battery set up and I came across something I find strange. Some of the rocker switches that have two positions appear to work in reverse. As an example I have a switch that controls my wiper and has an ACC position with no connections. Now when I have used it in the past I push the switch into the up position to turn on the wipers. Yet when i looked at the back of the panel the wire is connected to the bottom position! I noticed this on two of the five switches on the panel. Has anyone come across this before? Is it possibel teh switch is wired wrong innside or is this just one of those wierd anomolies. Thanks for your insight.

When you push the top of the switch the contacts inside the switch move down to make the connection between the center terminal(s) and the bottom terminal(s). The switch is wired correctly.

Thanks a lot. I will have to take a closer look at the other switches to make sure I looking at the right line when I check the switches.
