Rocker switch orientation question

I have the dash out of my Baja and powered it up on the bench to bench test the switches and breakers. Am I seeing this correctly that with the rocker switch in the down position that this in the ON mode. Does not make sense to me. The dash wiring also looks virgin where I doubt the previous owner changed the orientation. Is this standard on a boat. I might flip them so up is ON.

They're backwards....

MIL-STD-1472F 5.4.3.1.6.5 Orientation.
Where practicable, rocker switches shall be vertically oriented.

Actuation of the upper wing shall turn the equipment or component on, cause the quantity to increase, or cause the equipment of component to move forward, clockwise, to the right or up. Horizontal orientation of rocker switches shall be employed only for compatibility with the controlled function or equipment location.
