rochester 2gc help needed

i have a 77 chaparral, mercruiser 165 which has a rochester 2gc carb, when cold engine starts fine and runs at idle fine.

took it to the river yesterday, no issues until about 4 minutes into the trip when we slowed down to near idle ( we were waiting for friends) and the engine died.

it would not restart and my efforts flooded it, i removed the spark arrestor and found the butterfly was not under any tension, seemed like it was missing a spring on the lever, i can not find a spring on the parts breakdown so im guessing its another issue.

when the throttle lever is moved it does move the butterfly, and the engine will restart is the valve is held closed, it tries to die but its possible to quickly engage forward throttle and as long as the engine is around 3k rpm it will stay running.

carb was completely rebuilt last year but this issue was obviously missed so what keeps the butterfly in tension? the shaft or the coil spring in the choke? maybe something else?
