Right Props for New Motors?

I am breaking in a set of 225 Suzuki 4-strokes with stainless steel props with a 16 pitch on a 28' Offshore Center Console Pursuit. I am turning a lot of water at 3000 rpm but not going over 20 mph. Manual says not to rev over 3000 rpm for the first 8 hours unless for short period to get on plane and then back-off. I cannot get on plane even at 6000 rpm. Any suggestions on how to match the props to the engines and what would be the best rpms to economically run once the props are matched?

Kobo <br /><br />Can you give a bit more detail on how you came to get these engines? Is this a new boat or are you replacing an old boat with new engines? You may be underpropped. Are you tucking in the motors when you take off? Are the props new? A little more info would be helpful...

I replaced twin Evinrude 200 Fichts with the 4-strokes to get noise reduction. It ran at around 4000 rpms with the Evinrudes on plane and economically. I just ran the new engines for the first time and everything is new.
