Reverse not engaging

I have a 94 75 hp 2-stroke that recently starting having problems when I shifted into reverse. It started by loud clicking when shifting into reverse but then eventually engage. It sounded like it was out of adjustment so I checked the cable adjustments.
Today it refused to engage into reverse so I unhooked the cable at the powerhead and tried to manually shift to reverse. The shift rod rotates but is rusty and I wondered how much longer it would last (I was told by my mechanic to use it until it broke as it is a pain to replace). When I push the shift lever (on the powerhead as the shift cable is unhooked) all the way back to reverese, the lever bounces back towards nuetral when I let go of the lever.
I adjusted the cable so that it would hold the lever all the way back. On the trailer with the hose attached both forward and reverse worked fine. But when I put it in the water, the reverse only clicked loud again.

Is the problem with the shift rod twisting (but not breaking) or do you think it is the dogs worn out? Thank you for your help.
