replacing the impeller

I read in this forum that when replacing the impeller the shipt should be put to reverse. I can only put the shipt to reverse when the engine is running otherwise it only slides on forward and neutral. Also when shipt to neutral to start the rev/speed(Ido not know how you call this but it is the one that you rotate to rev it high or low) will only rotate as far as "start" and it will go all the way if it is on forward.(This is when the engine is not running). Is this normal or the former owner did not back properly the long nut when he removed the shifter? I think I read somewhere 13 to15 turns for the long nut to properly shift.

he is talking about the shift shaft
it is easier to index the drive-shaft with the crank when in gear
