Replacing steering cables on Johnson

I have a Stratos 284V (1995) with steering problems. The wheel turns easily in one direction but VERY hard in the other. The cables are teleflex SSC12413. Should I replace just the cables or more? Should I go to a different type of steering such as the teleflex NFB rack and pinion steering. The kit for this is 189.99 at Cabela's.

Suggestions? Thanks, Bob

Disconnect steering. Is motor free? Is steering free now? If neither is stiff, probably an alignment issue. Sometimes just lubing the steering pivot, clevis's, and shootin lube into the cable assembly can cure sticky steering.
Good Luck
