yes, you will need to remove the lower unit and then split the gearcase to remove the shift rod. I don't know if I would attempt to remove the bushing though. Try using a couple of "picky" tools like those a dentist uses and with a little patients you can pick the old o-ring out. Putting the new one in is a job that also takes some patients. You will need to "fold" the 0-ring and stuff it back into the bushing being carefull not to tear it (although the o-ring is very tough to tear)

Maybe F_R will chime in. I know he makes a tool that does the job on the older Johnnyrudes. I wonder will it work on the more modern motors? I would certainly get the tool if available.

If your shift rod unthreads, and if the bushing is pressed in from the outside with the o ring ans washer under it, then the following will work, as this is how to do it on the 9.9/15 series without splitting the cases:

For a shift rod seal, unthread the shift rod, and remove it. Get a new shift rod bushing, washer, and o ring seal. Tap the shift rod bushing with a tap dipped in grease, then thread a long piece of all-thread into the bushing. Now you can take a bar of steel with a hole in it for the all-thread and place it across the gear case top with the all-thread going through the hole. Run a washer and nut down the all-thread until it hits the steel bar and begin tightening the nut to pull the shift rod bushing out. Put grease on the new oring and washer and insert them into the cavity where the old o ring and washer were, and drive home the new shift shaft bushing on top of them, Replace shift rod and thread it in place. I used a little OMC sealant on the bushing where it presses into the gearcase.

Sorry, a 1977 25hp gearcase has to be disassembled to get the shift rod out. Then the bushing has to come out in order to replace the seal. Tapping it and pulling it out is one way. Using the correct tool is the right way.
