Hi, I am fairly new to the boating world. I have a Evinrude 9.5 HP secondary engine. The pull cord was replaced and it will not recoil when I start the engine. I need a some help on correcting this. I am mechanically inclined fairly well with cars. I appreciate any direction that you can give me.

Thanks

Those are good instructions for the wrong starter.

The key is to pretension the spring by the correct amount before attaching the new cord.
I believe that is 16? turns.

No. You can do it without removing anything,

You have to prevent the pinion from engaging with the flywheel ring gear . If you have three hands you can hold it down. Otherwise a stout elastic band wound several times around the top of the spool will stop it. Wind the spring up and then get an assistant to thread the end of the cord through the hole and knot it. ( you can do that yourself if you have it ready prepared with a knot in the end) Then allow the spring to wind the cord slowly onto the spool. A slip knot near the end will stop it winding on fully while you fit the handle.

Dont forget to remove the rubber band!

No anticlockwise . ...opposite way to the way the engine turns!

Couple or three of tips from another thread.

Remove the spark plugs then you can let it turn the engine as well rather than using the elastic band trick

A wide blade screwdriver bit in a powered screw driver will wind it ... but the bit must fit the slot in the top of the spool properly.

A pin punch or other small round object can be fitted into the roll pin to hold it while the cord is fitted (I found the mandrel out of an old pop rivet that will fit)

Be prepared for the 16.5 turns to be wrong .. it may vary with models ... but you need enough so that it will wind the cord back in properly but not so much that you overtension it or you will break the spring

(Manual Starter Cord Installation)
(This pertains to the vertical type of Manual Starters such as the 9.5hp and later 4.5/6/8hp models etc)
(J. Reeves)

1 - Have a pair of vice grips handy set so that they will grab the top of the starter spindle tightly but will not damage it.

2 - Using a large screwdriver inserted into the top of the starter spindle, wind the starter in a counter clockwise direction 12 to 14 turns, stopping so that the cord locking slot is facing the away from the engine.

3 - Lock the spindle in that position with the vice grips, letting the vice grips lay against the flywheel.

4 - Insert the cord as needed and make sure it is retained properly at that slot.

5 - Feed the cord out the starter cord hole at the front of the engine and attach the handle.

6 - Grip the cord tightly so that the spindle cannot spin around rapidly, then release the vice grips.

7 - Allow the cord to be withdrawn slowly around the spindle.
