replaced prop-hub

1992 mercury, 75 horse, serial # 0d165408

Iv replaced the prop-hub and gained a little more throttle but still not running like a 75 horse motor.
Idles great and starts off great but as I increase throttle it starts to bog down and won't open up, It really wants to but it just can't quite do it,
Something feels to tight or won't come loose, I don't know what it is, goes into gears just fine, never stalls out,
What am I missing? wrong mix? bad plugs?adjust the carbs???????? The self oiling pump is out so Im just mixing the gas and oil in the tank.

Over proped?
What are you mixing at 50:1 ?
Try pumping bulb and seeif it helps at WOT.

Prop is correct, fuel mix is good, If pumping the bulb helps at wot what does that tell me?
