I need advice on how to sand/ & repaint my outboard engine to a nice SHINY, metallic black (I could care less about retaining the original color). I would like to know:

1). Suggestions for any specific type of fiberglass/ & metal paint needed for an outboard?
2). Decals needed, Or should I just get artistic?
I already used tracing paper to carefully emulate the decals.
3.)Lastly, I WORK 7 DAYS A WEEK - I MIGHT JUST DECIDE TO HAVE A REPAIRER DO THIS TASK FOR ME - ANY SUGGESTIONS FOR A "REPUTABLE" REPAIRER IN MY AREA (North Babylon, NY)

I do this sort of work all the time, unfortunately I'm not even in your country let alone your area though!
For the fibreglass parts you should really use a 2 pack polyester primer, and for the metal either an etch primer like zinc chromate, or I prefer 2 pack epoxy primer.
The best topcoat is probably a 2 pack acrylic.

The problem is that none of these products is really suitable for home use, and if what I hear is correct may not even be legal for home use in the US!
Go to an auto body repair shop and get some advice, they may be prepared to do the work for you for less than you might imagine, and will almost certainly do a better job than you can.
It may even work out cheaper as they will have most of the materials already, saving you buying more than you'll use.
You can probably save some money by doing the preparation work yourself, removing old paint and sanding to a smooth finish ready for the new paint, that's what takes the time and costs the most.
I find an electric drill or an angle grinder with a wire brush gets the worst off without chewing up the metal castings, but don't use it on the fibreglass!
You can then use sandpaper, but don't get the surface too good as some slight roughness will help the primer to adhere, a couple of coats of primer will fill the sanding scratches, and most modern high build primers need little or no preparation before the top coat is applied.

Glad to be of service! I hope it's of some use to you. I like it when someone asks a question I know the answer to, makes me feel useful!
I'm in the process of repainting my '58 Johnson 18 right now, this is a complete bare metal respray in original colours. I love doing this stuff, very satisfying when it's all finished and looking brand new.
